The CCD inside the camera must be able to respond to the wavelength(s) of IR you intend to "see".
You can illuminate and filter all you want, but if the imaging device doesn't work at IR, you *will* be in the dark.
Some older CCD arrays in Sony cameras were good below red to near IR wavelengths.
It could, but you would feel it first. You won't see the IR illumination, but these will be emitting heat waves, or IR waves, that could burn your eyes. You would feel it just like you would feel the IR emitted from fire, as heat. But you wouldn't be blinded like you would with visible light. If it were a bright light that is visible, the high intensity of visible light has the right wavelength to blind your eyes, but IR has longer wavelengths that won't blind you like you would be blinded by starring at the sun for a long time. Rather, it would blind you by it heating up your eyes and then distorting them. So it could blind you, but differently than visible light.
